Petition for an Independent
Grand Jury Investigation
We, the undersigned, ask the Santa Clara County Civil Grand Jury to investigate a recent Santa Clara News Online report that Santa Clara City Manager Jovan Grogan and City Attorney Glen Googins met with 49ers representatives while they were candidates for their City positions.
Grogan and Googins, through a City spokesperson, have denied that they did. But they have not spoken for themselves publicly about the allegation.

For the sake of Santa Clara residents, the issue deserves an independent investigation.
The Civil Grand Jury has previously raised serious concerns about the 49ers’ influence over Santa Clara city government.
Grogan and Googins now hold two of the City’s most powerful appointed positions and play important roles in matters involving Levi’s Stadium and the 49ers.
There have also been questions about whether they have done enough to protect taxpayers in agreements involving Super Bowl LX and the FIFA World Cup, including questions about costs, reimbursements and transparency.
Santa Clara residents should not be left wondering if the 49ers, who pushed to terminate a previous City Manager and City Attorney, exerted influence to hire their successors.
We ask the Civil Grand Jury to determine:

Whether the reported meetings occurred Grogan and Googins.

Who arranged or participated in them.

Whether they were disclosed as part of the hiring process.
An independent investigation can establish the facts and either confirm the allegations or clear the officials involved.
